3.1)Is Taita Still the Most Prestigious Medical School in Taiwan ?
Originally sent to Dr. Chen, Wei-chao and other officials,It was also published in

I have visited Taiwan several times in the past four years as a visiting scholar.
I have discussed the issues of medical education and the outdated system of Taita
University Hospital with former classmates, deans of medical schools, super-
intendents of hospitals, and persons who are concerned about the education.
Apparently, there have not been much progress and changes occurred since I left
the medical school twenty-six years ago. In contrast, the Yang-Ming Medical
School and the Chang-Kung Hospital have made significant academic achievement and
scientific contribution in the past few years. In this brief communication, I
would like to share with you my personal opinion as to why Taita has not made much
progress in the past two decades. I would also offer few constructive suggestions
to correct the problems.
1. Lack of leadership: The departmental chairmen and division chiefs are chosen not
on the basis of a merit system but rather on their political connections and their
years of services at the university . They are mostly concerned with their personal
fame of being the chairmen and/or the chiefs. They fail to seize upon the
opportunity and power in the furtherance of medical education and the overhaul of
the outdated system. They are intimidated by the traditional system and are afraid
to speak out and to fight against the corrupted system.
2. Inbred and Isolation: The medical school is unable to update the education system
and research technology. The school refuses to recruit oversea scholars to
participate in the educational and research endeavors. The faculty are preoccupied
with their personal interest and medical practice once they achieved certain levels
of position. Some of the physicians are unable to provide detailed medical
information of patients upon request by other physicians. The house staff medical
note is uninformative and poorly written. The medical students inherit poor role
models form their teachers and perpetuate the corrupted system when they become
faculty themselves.
3. Arrogance and Lack of Compassion: Not all talented students are qualified for
becoming physicians. The current system of choosing medical students are based on
the scores of the college entrance examination which does not take into
consideration of moral characters. Hence the system cultivates a group of
physicians who are not likely to be much interested in patients' medical welfare.
They treat patients with coercion, threat, and lie instead of respect, sincerity
and compassion. They openly accept monetary bribe without shame before accepting
patient for medical treatment. Consequently, patients become suspicious of
physicians and physicians lose respect from patients. Patient and physician abuse
each others.
4. Lack a Sense of Responsibility: I got the impression of "This is not my fault"
attitude from the faculty when I brought to their attention several issues regarding
the outdated modality of hospital clinics system and admission policy. They believe
that other faculty members are responsible for the problems even though they
themselves are part of the system. They refuse to accept the notion that the
hospital problems belong to every and each one of the faculty member .
We, the alumni, should speak out and actively engage in the reform of our medical
school. We can no longer maintain our silence and accept the outdated and
corrupted system of The Taita Medical School. The following are few solutions to
the above problems.
I. The dean of the medical school should reorganize the office of the dean. He
should
appoint several associate deans such as associate dean for medical student education,
associate dean for hospital affairs, associate dean for research, associate dean for
public relationship, etc. The dean will delegate responsibility to the associate
deans and they will work as a team to make important decisions. Such a team work
will establish a strong power base for the dean to carry out reform and overhaul the
outdated system.
2. The dean of the medical school should form two special committee to review the
existing problems of the medical school and the hospital. One is external review
committee which consists of oversea scholars and scholars from other medical school.
The other is internal review committee formed by the faculty of the medical school.
Each committee consists of five members who are qualified "for assessing and
evaluating the hospital and medical education. The committee will assess the strength
as well as the weakness of the school and offer constructive suggestions. Since the
review is conducted by the internal as well as the external experts, the dean will
have less resistance to correct the problems.
3. The departmental chairman and the division chiefs should be chosen by search
committee. The candidate should include external as well as internal qualified
personnel. Each candidate should be carefully scrutinized for their leadership
quality and their academic achievement. Once they are appointed to their positions,
they should be given the authority to freely conduct their administrative business
defined by the dean of the medical school. The years of services should not be
limited to six years, although this may require amendment to the bylaw.
4. The medical school should take the advantage of financial support provided by
the National Academy of Science. U sing this resource to invite oversea scholars
to assist the education of medical students, training hospital physicians, and
conducting research.
5. Encourage young physicians to take fellowship programs in the USA and establish
a fellowship coordinating center in the USA. This center will assist the newly
arrived student or house staff settling in the USA. This center also can assist
faculty members to prepare their agenda for visiting the hospitals and science
centers of the USA. Without careful preparation, visiting any medical center will
not be informative.
I believe Dean Wei-Jao Chen is a person with high professional integrity. He can
inspire a new sense of hope and instill confidence throughout the university . We
should make every effort to support his radical reform so that Taita will remain
to be the most prestigious medical school in Taiwan.
